Fishing Near Duluth: Estuary, Lake Superior, Reservoirs and Trout Lakes

Where to fish around Duluth: the St. Louis River estuary, Lake Superior from shore or charter, Island Lake and other reservoirs, and small trout lakes.

Duluth gives you four kinds of fishing within about an hour's drive: a big river estuary full of walleye in the middle of town, the largest freshwater lake in the world by surface area at the end of the street, a set of stained hydropower reservoirs to the north, and small stocked trout lakes tucked in the woods. The DNR's Duluth area fisheries office oversees 344 lakes and more than 1,100 miles of trout stream in Carlton and southern St. Louis counties, and it singles out the St. Louis River estuary and Island Lake Reservoir as the popular destinations. Seasons and limits below are from the DNR's 2026 fishing regulations booklet. They change, so confirm against the current regulations.

St. Louis River estuary

The lower St. Louis River spreads into a freshwater estuary of bays, islands and channels between Duluth and Superior, Wisconsin. LakeFinder lists it at about 10,255 acres with a maximum depth of 55 feet in the dredged shipping channels; most of it is far shallower. It is the most varied fishery in the area.

What is there. Walleye run up from Lake Superior to spawn in spring and many stay into summer. The estuary also holds muskellunge, northern pike, smallmouth bass, black crappie, channel catfish and a recovering population of lake sturgeon.

Closed areas. No fishing at any time from the Fond du Lac Dam downstream to the Minnesota-Wisconsin boundary cable. From the boundary cable down to the Highway 23 bridge, no fishing March 1 through May 18, which protects spawning fish.

Licenses. A Minnesota license covers the estuary, and on these border waters you can fish shore to shore with either a Minnesota or Wisconsin license.

How to fish it. Early in the season, walleye anglers troll or drift the river channel in the upper estuary with crawler harnesses and crankbaits; as water warms the fish spread toward the harbor and out into the lake. Muskie and pike relate to weedy bays. Public boat accesses and shore fishing sites are shown on the DNR's southern St. Louis County water access map, linked from the Duluth area fisheries page. Watch for ship traffic in the harbor and current near the bridges. The water is stained, so do not expect to see bottom.

Lake Superior

Superior is cold, clear and enormous, and it fishes like an inland sea. The target species are lake trout, coho and Chinook salmon and steelhead, with a few brown trout and, near river mouths, walleye.

The combined limit for brook trout, splake, brown trout and rainbow trout is five. You may use two lines on Lake Superior, but only one within 100 yards of a stream mouth. Boat angling is closed from October 6 to November 30 between the north pier of the Duluth ship canal and the mouth of Chester Creek. Everyone 18 to 64 needs the trout and salmon stamp.

From shore

Shore fishing is a spring and fall game, when the nearshore water is cold enough to bring trout and salmon within casting range. The classic approach is a spoon or a spawn bag fished off the ship canal piers, near river mouths, and from the safe harbors and breakwalls up the shore toward Two Harbors. Wild steelhead run the North Shore streams in spring; every unclipped rainbow must go back.

Rivers below the posted boundaries have their own rules: single hook only (no trebles), fishing hours from one hour before sunrise to one hour after sunset, and sanctuary sections on the French, Knife and Lester rivers, among others. The St. Louis River is exempt from the single-hook and hours rules. The DNR's Lake Superior area office posts weekly fishing reports in season.

By boat or charter

Summer lake trout and salmon are an offshore fishery of downriggers, planer boards and long trolling passes. Charter captains run out of Duluth and other North Shore harbors, and a charter is the sensible way to try it. Superior builds dangerous waves quickly, the water stays dangerously cold well into summer, and fog rolls in with little warning. Reservoirs north of town

Roughly 20 to 45 miles north of Duluth, Minnesota Power's storage reservoirs on the Cloquet and Whiteface river systems offer the area's best inland walleye fishing. They are flooded river valleys with tea-stained water, stump fields and miles of undeveloped shoreline. The difference between these and natural lakes is covered in lake vs. reservoir.

Island Lake is the headliner. It has a protected walleye slot, a stocked muskie population and smallmouth bass on its rock reefs. Clarity averages about five feet, so bright jigs and rattling crankbaits earn their keep. Whiteface and Boulder are quieter and shallower.

Cautions that apply to all of them: water levels drop through winter and can stay low into spring, exposing stumps and rock bars that are not on every chart. Run slowly outside the old river channels until you know the water. Ice can be unreliable where current moves under it; see ice thickness safety.

Closer in, Pike Lake near Hermantown (488 acres, 60 feet deep, with clear water for this area at about 17 feet) and Caribou Lake are natural lakes with walleye, bass and panfish.

Stream trout lakes

If you want a quiet morning with a canoe and a fly rod, look for the small designated trout lakes. State rule lists several in southern St. Louis County, including Twin Lake in Duluth and Clear, Briar and Normanna lakes north of the city. Farther up the shore near Silver Bay, Bean and Bear lakes hold rainbow trout, splake and lake trout and can be reached on foot from the Superior Hiking Trail.

Rules on designated stream trout lakes are stricter than on ordinary lakes:

  • Open only during trout seasons: May 9 to October 31 for summer 2026, and January 17 to March 31 for winter 2026.
  • Five trout combined, no more than three over 16 inches.
  • One line only. No live minnows; worms, leeches and preserved minnows are legal.
  • Trout stamp required.

Frequently Asked Questions

Do I need a Wisconsin license to fish the St. Louis River in Duluth?

No. The DNR's 2026 regulations say you may fish the St. Louis River estuary with a Minnesota fishing license, and on Minnesota-Wisconsin border waters anglers may fish shore to shore with either state's license. You do need a Wisconsin license for Wisconsin waters of Lake Superior itself.

Do I need a trout stamp to fish Lake Superior?

Yes. Anglers fishing Minnesota waters of Lake Superior need a Minnesota angling license and a trout and salmon stamp validation, with limited exemptions listed in the regulations. The stamp cost 10 dollars in 2026 and is required for anglers age 18 to 64.

What fish can you catch in the St. Louis River estuary?

Walleye are the main draw, especially in spring and early summer. The estuary also holds muskellunge, northern pike, smallmouth bass, crappies, channel catfish and lake sturgeon. Sturgeon are catch-and-release only.

Can you fish Lake Superior from shore in Duluth?

Island Lake has a protected slot. Under the 2026 regulations, all walleye from 15 to 20 inches must be released immediately and only one over 20 inches may be kept. Always check the current special regulations, because lake-specific rules are reviewed periodically.
